Breitbart.com, a conservative news agency in Washington says the frameword of an agreement has been reached to reopen the government and head off a debit limit crisis.

The debt ceiling will be extended to mid December.
Some of the "accross the board" sequester cuts would be ended.
This "Grand Bargain" as it is being called, was negociated by Congressman Paul Ryan.
